Question: When a player declares an action card play in an action round ,other players can play an action card-does this mean they can play any action card ie an action card that needs an action to play or a card that can only be played in a stragetical phase in the other players action round. Very confused with rulebook

"An Action Card can only be used given the specific
circumstances (or phase) printed on each individual
card."

That means exactly what it says.

(As a side note, replace the baroque rulebook procedure with "When a player plays an Action Card, players earlier in the order of play may also play them. They are resolved in the order of play.")

You can play any action card for which the requirements on the card are met. So "Play immediatly before a Space Battle" would only be playable immediatly before a Space Battle.

As I understand it, the reason for the announcement is, that action cards are played in initiative order.

Example:

In a space battle the red player has to assign two hits.
He assigns one to his last fighter and one to his dreadnought.

Now he wants to play Emergency Repairs to immediatly repair his dreadnought. But player blue wants to play Direct Hit to destroy his dreadnought.

To decide whose action card will be played first the game is stopped once a player says he wants to play an action card and other players are given the opportunity to do the same.

That way both players can play their action card and then the initiative order decides whose card takes effect first.

This is actually done quite rarely in my gaming group and only if someone knows that playing this card is important and he doesn't want the other players to know what he is going to play.
