When perfoming a ranged kill, who has to be in an unexposed area? Is it just the victim, just the hitman, or both?
For example, do I have to use a "Blackout" card to use the "Snap Lift Wires" ranged kill in the Watch Tower?

Hello Dienes, when you do a ranged kill, you always check for the exposure of the KILLER's location only. (the hitman)
So if you are snapping lift wires in the Watch Tower, you have to play Black Out because your hitman's location at the top of the tower is exposed.
The space at the top of the watch tower is very powerful because it can 'kill' many locations nearby and below it, but it is a naturally exposed space that requires you to have Black Out in order to use that spot.
