What happens if you have a werewolf majority that is so strong that you end up with all Werewolves and Tanners?

For example: you have Werewolf, Alpha Wolf, Doppleganger, Private Invesigator, Seer, and Tanner in play with 3 other cards in the middle. The Doppleganger views a Werewolf and wakes up with the Werewolves, the Alpha Wolf turns (unknowingly) the Seer into a Werewolf, and the PI views the Tanner.

So now, during the day, you have 3 Werewolves that know they are Werewolves, an Alpha Wolf who knows who their fourth is, and 2 Tanners. The obvious play for the Werewolves might be to discuss which non-wolf to lynch, but either way they lose the game. Suppose further that they are experienced enough to wait to reveal information and they learn from the Seer that the Tanner is (probably) not in the center and that the PI did not look at the Seer or a Wolf, so they can intuit that there are 2 Tanners.

Is there any way around this lock? Either a Tanner wins or everybody loses?

Not using Seer is a good start.

You have a very specific case where you just take a leap of faith, laugh at either a Tanner or no-one winning, and start another game.

Tanner claiming Robber would probably mix things up too.

Technically you could guess who the tanner is voting for (or fool them to reveal) and then orchastrate a circle vote around that). But yes in practics it is not a good situation for the werewolveS. The same is the case if it is all villagers and tanner.

One house rule we like to use is that if there is only tanner and one team present, the tanners vote does not count in a circle style vote (if the others vote in a circle, it is fine). This makes the game for interesting for us, since the werewolves (or villagers) havr a chance but the tanner still can win by convincing everyone to vote for them.

Yeah. You need to always have the Robber in every roleset at 3p. Otherwise the game breaks. And def no Seer at 3p.

My fav roleset at 3p is

Alpha
Wolf
Tanner
Drunk
Robber
Witch
