I think that the question is a bit silly but I want to be sure.

Both events ask you first to remove an ally (or disperced on the case of Lands)

If there are none to be removed and either Catuvellauni or the tribes in Carnutes and Manbudii are subdued, I guess that the event is still valid even there is none to be removed, right?

Please quote the full Event text when you ask about Events, as that makes it much easier to answer the questions.

The "Acco" Event does not ask you to "remove" anything. It tells you to replace Allies and Citadels, which is only possible if there are any Ally and/or Citadel pieces to replace in the specified Regions.

"Land of Mist and Mystery" works even if there is no Ally piece or Dispersed marker in Britannia.
