I'm specificaly looking for card games that meet the following criteria:
•2 Players (More is fine, but emphasis on 2 players
•Fighting/conflict of some sort (Player interaction is a must)
•Not a deckbuilder
•Not a TCG/CCG
•Not an ECG/LCG
•Player actions are driven by a hand/deck of cards (Not looking for a Mage Wars spellbook type system)

I'm not really looking for war games, but I'll look into those ones mentioned. I'll definitely look into Omen.

I'm looking for gameplay and theme more similar to Yugioh, Magic, Vanguard, Netrunner, and so on. More fantasy/sci-fi.

I'm looking for the same feel as a TCG/ECG, but in a stand-alone game. I want deep strategy/

Babel, A Few Acres of Snow and , Summoner Wars may work for you.

A Few Acres of Snow does have deck-building, but not in the traditional sense.

Epic Card Game, if the exception to TCG/LCG is about the distribution model, cause this is really a TCG in a small box, just without the trading/collecting aspect.

Tash - Kalar is a must if you want deeper strategy but it is an abstract game and unlike the gameplay of magic, yu gi oh, etc. On the plus side, you can play with more than 2 players.
On a more sci fi feel, star realms is what you probably want. Not a Collectible card game but it does have some expansion to keep it interesting and you can play it with more people, provided that you get an extra starting deck (or the big expansion).

Ah yes, I love this genre of card games.

My favorite is of course Twilight Struggle. Everything you want in a 2 player card-driven battle game. It is a bit long, but it's the best by far IMO.

13 Days is similar, but on a much smaller scale. I find this equally as enjoyable as Twilight Struggle, just not as deep.

Battle Line. Fantastic 2-Player card battle game.

Sun Tzu is another good one.

2 de Mayo another good one

Vampire Empire An underrated asymetrical card game of vampires vs. Humans.

Traders of Osaka Though not technically a battle game and plays up to 4 players, it plays best with 2 players and is every bit as tense as any battle game I have played.

Flash Duel A fun 2 to 4 player battle game driven by cards. Very quick and with a lot of replay.

7 Wonders Duel Again, not a true "battle" game, but feels like a 2-player fight. There's good reason this game is so popular.

Cthulhu Realms Basically Star Realms 2.0. It's a bit deeper and more strategic. Plays best with 2 players, but unlike Star Realms it scales well up to 4 players.

One of your examples BattleCON: Devastation of Indines is probably spot on for your needs.
Two outside of the box ideas here for Quarriors! and Rune Age with oath and anvil .
Any newer versions of these two game would be good as I am not sure on availability now.
Star realms is good but alas its Sci-fi.
You have an interesting checklist will have to keep eye on these recommendations so far.

Tash-Kalar is the best.

You should also check out Exceed, which is sort of a sequel to BattleCON.

Was going to suggest Blue Moon Legends for you, but noticed you already mention it, good taste

Tooth and Claw is by the same company that makes Omen
Also Hemloch, may have to find it on the used market.
