All negative events or effects of war are reduced by stability level, but famine is not? Is this correct?

Correct. Stability has no impact on famine.

Effects of war are reduced by stability, but not the effects of events. Who the event effects may be determined by Stability, but not its impact.

Okay. That makes sense. The rules seems to indicate that stability affects events, but it's really only in determining who is affected by the negative or positive event.
