Late in our 5 player game, we were at a point where there were only 21 cards left in the deck. This was enough to handle the research phase and we highly encouraged people to sell their cards back (quite a bit of card hoarding) to get enough cards for the next research phase. What would have happened if we didn't have enough project cards?

(Our game probably went slightly long, as we forgot to set starting production at one even though we weren't using the Corporate Era cards.)

Wow.
This never happened during hundreds of playtests, although I can see it happening if you play 5 player standard game without starting production and everyone hoards.
So we didn't have a rule for that.
So I'll just make one up right now: Deal equally as much as you can, so if you had 17 cards, each of the 5 players would be dealt 3.

And just one further clarification, once the draw deck runs out the discards are shuffled? (We did that, but never saw it in the rules.)

Yes, that is correct. Should be mentioned in the rules of course.

When dealing the last cards though, make sure you do it in turn order, since the reshuffled cards are less likely to be interesting. I would deal 1 to each player intil the deck runs out, then reshuffle the discard pile and continue dealing.

Good to know, just ran in to this last night in a 3p game. Unfortunately I misremembered your answer and we played the last round not dealing any new cards since there were only 2 left.

It occurred due to: 14 round game, AI 2 card draw project being built early, use of several of the draw X card projects and hexes, and the project where you can discard a card to draw a new one. We were 13 cards short with the promo card shuffled in.

No, just ran out of draw deck and there's nothing printed in the rules whether to reshuffle or leave it up to Standard Projects to finish out the game.
