Subject: Do I need a consistent game group to play through this rss

I usually play board games at somewhat larger gatherings where people splinter off into different groups and play different games. As such it's unlikely I would ever end up with the same group of people from one session to the next. Is that a problem for this game? Should I try and set up a group who are dedicated to playing through it or should I just bring it out whenever anyone wants to give it a shot and play different cases with different people?

I don't think so. I played Sherlock Holmes consulting detective with a rotating group of players, and I don't see why you couldn't with this.

It's not a legacy game, the cases are more or less independent of each other. They do ramp up in difficulty over time, so the practice effect is helpful.
