If I have only one character in the orange level and he dies... when its time to spawn zombies do I continue to use the orange spawns or do I drop down to the highest level (yellow) and spawn for that level?

I would assume that spawns are based on living heroes.

You ignore the eliminated Survivors.

It's mentioned in both the main rules:
Z:BP Rules - p16 wrote:
When you draw
a Zombie card to spawn Zombies, read the line that corresponds
to the Survivor still in play with the highest Danger
Level.

and also the Summary at the back of the rules:
