Curious if Rex is a just rethemed, faithful translation of the Dune rules, or did Fantasy Flight add additional rules and mechanics?

Depends who you ask
On the whole I prefer this version but there are many who do not. Rex is shorter and a bit more straightforward. The theme is a bit jimmied in (ie the Dune theme works better.)
The games are very similar, You can tell Rex is a new version of Dune. But it does have a lot of little changes everywhere which does impact the end game pretty substantially.

Personally, despite my obvious bias towards Dune's setting upfront (I dislike TI3, so that universe was not dear to me in the slightest), I much prefer Rex: clearer, cleaner, faster, prettier.

Solid improvement.
