In the offerphase. Can the Godfather ignore a player's offer, and not give him/her a offer can't refuse or is a offer a Must.

The only reason the Godfather would refuse an offer is if they want to ask for a different numbered die. Otherwise you always want to take the offer because it means the other player now has only 4 dice, and you can always use extra dice for muscle or for Vegas.

Thanks for answering Paul! Remember that the Godfather cannot send any of his dice to the Muscle track or to Vegas! That's what makes the Godfather player risk asking for other dice!

Maybe the "Godfather" don't want the player to get a soldier in the favor row. ex. if the player have few soldiers at the house he maybe can trigger endgame, and the Godfather want to game to continue. so is the rule "must" or "may"

Every player that makes an offer to the Godfather will get a favour on the Favour track...no matter what! This allows players to control their fate a bit more as they can offer something to get the power that they want - even if the Godfather doesn't want that die and asks for another.
