Been thinking about playing a session with the Emperor Legion optional
rule , but just to clarify first:

If the emperor is defeated in battle, then half of all legions currently
in play are eliminated. Not merely half of the legions that the emperor
may be stacked with at the time.

Is this the proper reading of this rule?

If so, it should make for a very challenging game!

Yes, the way I read it is half of all legions in every province are lost. Only use it as a last resort...

Quite right, it is an advantageous piece, which is why it has this deadly restriction! The death of the emperor represents the inevitable civil war, which is why half the entire empire's legions are lost.

Thank you both for the response. That's how I thought it was, and for the same reason that David cited: with the emperor and his elite legion
destroyed, a downward spiral of lost imperial prestige, army desertions and
finally civil war will threaten to overtake the empire.

I have a related question to this - if a province has only 1 legion in it when the emperor is lost, does this mean that the legion is not lost in that province? (given that losses are 50% of legions rounded down?)

Yes. 1 divided by 2 is 0.5 which is zero when rounded down.
