Ensign interactions, the way I understand them:

Basic rules from the clarifications:
Ensign can only "intercept" effects from cards that were just played. In particular, it can never intercept effects caused by talents (like Blaster Master), by ongoing triggered abilities (like Leprechaun) or by bases (like Mushroom Kingdom).
Ensign cannot intercept effects from your cards, only from opponents.

"Old Man Jenkins!?", Air Jaws, Backstab, Big Gulp, Blitzed, Change Into a Gun, Chew Toy, Corruption, Crush, Dinner Date, Dungeon Bait, Freakin' Laser Beam, Gimme!, Gnome, Hammer Slammer, Laseratops, Live and Let Chum, Megalodon, Microbot Guard, Natural Selection, Ninja Master, Saucy Wench, Seeing Stars, Shoggoth, Skillet, Spirit, Survival of the Fittest, Tiger Assassin, Torn Apart, Turner, Wyvern, Zzzzzap!
Ensign can be destroyed instead of the original target (even if the opponent wasn't able to choose Ensign in the first place). If a card can only destroy monsters, you must control the monster in order to let the Ensign intercept the effect.

Abduction, Beam Up, Collector, Into the Time Slip, Supreme Overlord, Titania
Ensign can be returned to hand instead of the original target (if the orignal target is a minion).

Activate the Spy, Can Has Cheeseburger?, Cat's Paw, Charm, Flower Child, Hostage Exchange, Inevitable Betrayal, Muffin, The Base Is Not Enough
You can give the opponent the control of Ensign instead of the targeted minion (even if the opponent wasn't able to choose Ensign in the first place).

Assassination, Choking Vines
Ensign can intercept the action itself and have it played on itself. However, it cannot intercept the delayed destruction, as this is not caused by a just played card.

Augmentation, Block the Probe, Embiggen, Fairy Godmother, Potion Bandolier, Potion of Idiotic Bravery, Pumping Iron, Things Best Not Known
If opponent wants to power up one of your minions for some reason, Ensign can intercept the increase.

Bacta the Future
Ensign can be destroyed instead of the original target. However, the original target doesn't change -- if Ensign and the target have different owners, it's still the owner of the original target who gets extra play.

Banner Call
Ensign can be given to opponent instead of one target. If more than one minions you control on the same base are being targeted, a single Ensign can only replace one of them unless it's immune to Banner Call; then it can replace any number of them.

Bear Cavalry, Carried Away, Commission, Invasion, Picked Up, Run Away!, Shanghai, Some Day My Prince Will Come, Teleport Error, Trade Winds, True Love's Kiss, Twister, You're Screwed
Ensign can be moved instead of the original target. You will know where the target is to be moved before making the decision whether to intercept the move or not.

Bear Hug
Even though you are the one who chooses which minion to destroy, it's still affected by an opponent's card, and so you can substitute Ensign for it, even if it's not your weakest minion.

Berserker, Nightstalker
If you control the minion targeted by this card, you may destroy Ensign instead. In this case, the destruction of the original target failed, and so no +1 power counter will be placed.

Boots of Butt-Kicking, Cesium Armor, Chainsaw of Bloody Dismemberment, Cyberevolution, Dumbbells, Dunwich Horror, Expanded Power, Heirloom, Laser Sword, Leaf Armor, Splice as Nice, Upgrade
If opponent plays this action on your minion for some reason, Ensign can either intercept the action and get it on itself, or it can intercept its effect and get the power increase instead of the intended target. In this case, the Ensign will get the bonus until the action leaves play, and even if Ensign leaves play, the original target won't regain the bonus. If the action is transferred to a different minion, Ensign will still steal the bonus. Note that in this case, Ensign can only intercept the bonus and not any other effects (like indestructibility granted by Cesium Armor).

Boots of Running Really Fast, Buckler of Swashing, Chum, Curse of Imprisonment, Curse of Uselessness, Flying Monkey, Jetpack of Anachronism, Ladybug, Leader of the Pack, Magic Missile, Moontouched, My Only Weakness!, Opportunist, Potion of Redundancy Potion, Shell Game, Shielding, Too Tough, Tooth and Claw... and Guns, Überserum
If opponent plays this action on your minion, Ensign can intercept it and get it on itself.

Broadside, Powderkeg, Red Birthday Party, Ruckus
Ensign can be destroyed instead of one of the targets, but only if it's not already targeted. If Ensign cannot be affected by this card or if it's immune to destruction, it can intercept any number of destructions, even if it's already targeted, Unstoppable.

Cannon
Ensign can be destroyed instead of one of the targets, but only if it's not already targeted. If Ensign cannot be affected by Cannon or if it's immune to destruction, it can intercept any number of destructions, even if it was already targeted.

Cellular Bonding
If opponent plays this action on your minion, Ensign can intercept it and get it on itself. Even if it doesn't, if the action copied by Cellular Bonding has Ongoing ability that modifies power of the minion, Ensign can intercept it and take the change. In this case, the Ensign will get the bonus or penalty until Cellular Bonding leaves play, and even if Ensign leaves play, the original target won't regain the bonus/penalty.

Chest of Holding
If opponent plays this action on your minion for some reason, Ensign can either intercept the action and get it on itself, or it can intercept its effect and get the power increase instead of the intended target. In this case, the Ensign will get the bonus until the action leaves play, and even if Ensign leaves play, the original target won't regain the bonus. If the action is transferred to a different minion, Ensign will still steal the bonus. The bonus is still based on the number of treasure cards on the minion with Chest of Holding.

Cleave
If you somehow control a monster targeted by Cleave, you may destroy Ensign instead. In this case, the destruction of the original target failed, so no treasures are gained and no extra cards can be played.

Control Minion
You can give the opponent the control of Ensign instead of the targeted minion. If Control Minion is played in Special mode, it steals the minion before it even enters play, so it's not on any base and Ensign can't be used to prevent that.

Copycat
If Copycat copies another minion in this list, Ensign handles it just like the original minion. If Copycat copies Ensign, it gets its intercepting abilities and can use them if an opponent plays anything later in the turn.

Crop Circles
Normally, Ensign cannot intercept Crop Circles since it's affected by it as well. But, if Ensign cannot be affected by Crop Circles for some reason, it can intercept any number of returns and save your other minions.

Cross Bow, Good Habits, Join the Club
If any of your minions on the same base as Ensign would be affected by this, Ensign can take any number of the power increases for itself, even if it's also affected normally.

Daisy Chain
If opponent plays this action on your minion, Ensign can either intercept the action and get it on itself, or it can intercept its effect and get the penalty instead of the intended target. In this case, the Ensign will get the penalty until the action leaves play, and even if Ensign leaves play, the original target won't regain the penalty. If the penalty is changed to a bonus (through control change of the minion or transferring Daisy Chain to a different minion), Ensign will have the bonus now.

Death Breath, Disintegrator
Ensign can be placed on the bottom of the deck instead of the original target.

Drone
Ensign can intercept several destruction effects at once if Drone uses its ability to prevent all, or all but one, of them.

Enchantment
Ensign can intercept any number of bonuses or penalties from Enchantment that would otherwise go to your other minions. He gets these bonuses/penalties for as long as Enchantment is in play, even when it leaves the base with Enchantment, but it only gets them for intercepted minions that are currently on the same base as Enchantment. Note that however many penalties Ensign gets, its power cannot get below zero.

Ensign
Once an Ensign intercepts an effect, it cannot be intercepted by another Ensign (to avoid infinite loops). However, an effect that would originally affect an Ensign can be intercepted by a different Ensign. In case of cards like Poison, one Ensign may intercept the card itself and another the power change.

Fate of the Favorites
Ensign can be destroyed instead of one of the targets you control (no matter who chose that target), but only if it's not already targeted. If Ensign cannot be affected by Fate or the Favorites or if it's immune to destruction, it can intercept any number of destructions, even if it's already targeted.

Feeding Frenzy, Let the Dog Out
Ensign can be destroyed instead of one of the targets, but only if it's not already targeted. If Ensign cannot be affected by this card or if it's immune to destruction, it can intercept any number of destructions, even if it's already targeted.

Felicia Day, Hyperspeed 10, You're Pretty Much Borscht
Normally, Ensign cannot intercept this effect since it's affected by it as well. But, if Ensign cannot be affected by the effect for some reason, it can intercept any number of moves and save your other minions.

Griefer, Unfathomable Goals:
If you are forced to destroy one of your minions, Ensign can intercept the destruction, but you can always simply choose the Ensign in the first place.

Grumpiness, Poison, Potion of Cowardice
If opponent plays this action on your minion, Ensign can either intercept the action and get it on itself, or it can intercept its effect and get the power decrease instead of the intended target. In this case, the Ensign will get the penalty until the action leaves play, and even if Ensign leaves play, the original target won't regain the penalty. If the action is transferred to a different minion, Ensign will still steal the penalty.

Hissy Fit, Intimidating Presence, Sleep Spores
Ensign can intercept any number of penalties that would otherwise go to your other minions. He gets these penalties for as long as this action is in play, even when it leaves the base, but it only gets them for intercepted minions that are currently on the same base as this action. Note that however many penalties Ensign gets, its power cannot get below zero.

Invisible Bicycle, Sea Dogs
Ensign can be moved instead of one of the targets, but only if it's not already targeted. If Ensign cannot be affected by this card, it can intercept any number of moves, even if it's already targeted.

Juiced Up
If opponent plays this action on your minion for some reason, Ensign can either intercept the action and get it on itself, or it can intercept its effect and get the power increase instead of the intended target. In this case, the Ensign will get the bonus until the action leaves play, and even if Ensign leaves play, the original target won't regain the bonus. If the action is transferred to a different minion, Ensign will still steal the bonus. The bonus is still based on the number of actions on the minion with Juiced Up.

Kneepads of Allure
If opponent plays this action on your minion for some reason, Ensign can intercept the action and get it on itself. No matter what minion it's played on, if any of your minions on the same base as Ensign would be affected by Kneepads of Allure, Ensign can take any number of the power increases for itself, even if it's also affected normally.

Make Contact
If opponent plays this action on your minion, Ensign can either intercept the action and get it on itself, or it can intercept its effect and get stolen by the opponent instead of the intended target. In this case, the Ensign will be stolen until the action leaves play, and even if Ensign leaves play, the original target won't get stolen instead. If the action is transferred to a different minion, Ensign will still intercept the control change effect.

Mass Teleport:
If you are forced to return one of your minions to hand, Ensign can intercept it, but you can always simply choose the Ensign in the first place.

Matrix of Bossiness
If opponent plays this action on your minion, Ensign can either intercept the action and get it on itself, or it can intercept its effect and get the power change instead of the intended target. In this case, the Ensign will get the power change until the action leaves play, and even if Ensign leaves play, the original target won't regain the change.

Mr. Grumpers
Ensign can take the penalty instead of the original target. Note that Ensign's power cannot be reduced to less than zero.

Out of Sight
Ensign can be returned instead of one of the targets you control (no matter who chose that target), but only if it's not already targeted. If Ensign cannot be affected by Out of Sight, it can intercept any number of returns, even if it's already targeted.

Potion of Halitosis:
Ensign can intercept the move, but you could simply choose the Ensign in first place.

Ripped Off, Rules Lawyer
If opponent wants to transfer an action to your minion, Ensign can intercept it and get it on itself.

Shield of Uniquity
If opponent plays this action on your minion for some reason, Ensign can either intercept the action and get it on itself, or it can intercept its effect and get the power increase instead of the intended target. In this case, the Ensign will get the bonus until the action leaves play, and even if Ensign leaves play, the original target won't regain the bonus. If the action is transferred to a different minion, Ensign will still steal the bonus. If Shield of Ubiquity is played on a minion on base where there are no monsters, Ensign cannot intercept the bonus because there is no change in power at that time, but it can still intercept the card as such. If the bonus is intercepted, it will disappear while the minion with Shield of Ubiquity is on a base with no monsters.

War Cry:
If you control the targeted monster, you can intercept the destruction with Ensign; in that case, the monster is not destroyed and so its power is not added. If an opponent wants to increase your minion's power with War Cry for some reason, Ensign can intercept the bonus.

We Are the Champions:
If the opponents wants to transfer +1 power counters on your minion, Ensign can intercept that.

(I get what you mean, but that would make Ensign's ability a tad more complicated. You actually make the card change target, so Ensign would still get both the bonus and the action attached to it. Remember having an action attached counts as being affected. In your scenario, your opponent would have managed to affect both Ensign (with the bonus) and the targetted minion (by playing an action on it) while Ensign was supposed to be affected by the card instead of the targetted minion)

Cellular Bonding
If opponent plays this action on your minion, Ensign can intercept it and get it on itself. Even if it doesn't, if the action copied by Cellular Bonding has Ongoing ability that modifies power of the minion, Ensign can intercept it and take the change. Yeah, I'm not 100% sure about transferring of the bonuses -- frankly, I think the whole stuff about changes in power counting as "affecting" is a bit too complicated for its own good.

BTW, are you, by any chance, one of the people from the SmashUp wiki? You seem to have the same kind of nitpicky rules-lawyering mind as me and people who compile their rules documents.

Not at all. I was part of the playtesting teams for this expansion. I read the questions the other teams asked and my team asked some too. So, I think I got the sense of what the official answer could be. Of course, I could be totally wrong in my interpretation.
