Some cards mention the "red flag pitting rules", but the rulebook doesn't quite feature such a section.

What it does features is a Red Flag Restart Procedure section (9.3.2) but it's part of the problem. See, the preceding section (9.3.1 - The Double Yellow Restart Procedure) states (under 4.) that cars can pit. But 9.3.2 doesn't -- it says to remove all wear markers from cars, but no mention of pitting (which you might want to do anyway to change tyres).

So we run into problems when a card like Serious Crash states "Those cars may then pit under the red flag pitting rules."

Red Flag Pitting Rules are under the governance of the Double Yellow Flag Pitting Rules. The only difference being that all wear is freely removed with no change in position. You may still change tires as you may do with any pit.

Correct. In actual Formula 1 racing (what is being simulated here) the rules for a Red Flag are that all cars come to pit lane in their current order (no passing) and stop. Mechanics are allowed to work on the cars to a certain extent (hence the removal of all but catastrophic wear). The cars then restart in that order.
