"Vox Populist choose a player, the choSen player may chose a location on the board that is not controlled by any player and remove combat tokens on that location. They may then recruit up to 2 common units onto that location workout paying their cost. If they're ate no free locations on the board this event had no effect"

Is it talking about structures or recruits? If so, why doesn't it say "destroy combat pieces" or something like that?

Combat tokens are the oval shaped yellowish tokens that start face down on each section of the map. When you enter that section, you flip it over and see that you have to fight something with 7 health but you get 4 coins out of it.
