Who is the First Player if the Lead Car is:

a - A Team NPC
b - A Neutral NPC

I assume it's the first actual Player Car, but 3.5.3 is vague enough that I thought I'd ask.

It's very vague. The official answer was it's the first actual team car, not any of the player controlled or neutral NPC's.

Non-Player Car. One of the cars not on any player's team.Neutral cars can be run by any player; Team NPCs can only be controlled by that team, but are not considered player cars, and do not score points for the player. They can be used to prevent player cars from scoring point however.

We had that same issue come up and decided that any car controlled by a player, NPC or player car, determined the 1st player. Glad there is an official rule now.
