Rules clarification please. I read the rules so many times but I couldn't tell if "Pirate Ships" can engage in combat and carry troops to battle? Or are they just there to provide their country gold when events happen?

I'm pretty sure that they are just treated as ships for carrying troops and combat as well. It's been awhile since I've played though.
