What is the general strategy behind using the Separation cards? In particular I am thinking about the ones that grant a bonus point for being third place. They don't seem to compare to the ones that allow you to break ties. Anyone have any good thoughts on when to best use these cards?

Generally the Separation cards provide VPs if specific conditions are fulfilled; therefore these cards are (in comparison to the Unification cards, which boost actions or provide additional resources) enhancements, which need more strategic planning; but in the end 2 or 3 extra VPs can win you the game.
The cards that give you an extra bonus VP for beeing third need to be in line with the strengths or in this case the weaknesses of your Empire. You will not be able to compete in every field with your opponents. These cards allow you to generate a safe bonus point without additional effort in an area, in which you won't win points otherwise.
Of course the specific card should match the conditions of your kingdom; sometimes they will somtimes they won't ...

Straight up, they don't. "Breaking ties" cards are way more pts swingy and hard to stop, unless others just let you win the category which isn't helping them either. But those "At Most" cards are in competition with Unification cards early and mid game, then impossible to play later, while the spot itself will be roughly fought for by your rivals at those stages. 3rd Place Separations though can always be played very late and the spot should be less contested, not being a scoring category.
