For Belgic enlist, if no battle, Germans are given a command from one region.

If they dont battle, they march, 4+, and most Germans able.

I assume this means if a region has <4 Germans, they are not able to march?

Also, this flow seems completely different from the German winter March process.

What does "if able" mean for the Belgic enlist command? If a German region does have 4+ warbands, would they move them all even if that would give up control of that region?

I would think that they >4, they only move with extra warbands until they have just enough left to keep control. Right?

Enlist ignores the usual winter instructions. It's kind of like a human player ignoring the bot instructions for the other factions.
If you had a human playing Belgae they would be allowed to command the German forces while ignoring the winter instructions, and the AI gets to do the same (though of course they have their own instructions to make sure it's not a boneheaded move)

As such, since the enlist instructions for the Belgae bot do not say to maintain German control when marching them all Germans are marched out of the region.
You are correct in that the march only happens if at least 4 warbands are in a region where enlisting is possible.

EDIT: The "if able" is there to indicate that if you can march the group out of Belgica or Germania and into a region controlled by non-Belgae then you do so. If you can't do that then march the Germans in place to hide them or remove scouted markers.

So basically, if they the Germans only have options to move to belgic/german/no controlled regions, they do not march?

As the rule states to player then non-player enemy controlled region?

Correct. In that case you'd check if you could march in place to hide/remove scouted marker from 4 or more Germans.
