The official rules for Aztecs are online!

http://portalgames.pl/files/rules/IS_Aztecs_rules_EN.pdf

Prayer is an interesting new mechanic, which factions will only have access to if they choose to use Aztec cards in their faction deck (no Common Prayer cards; see #1 below). You draw Common Cards and match colors for different effects.
Looking forward to trying it out.

Notable confirmations:
1) No Common Cards in this set. The official "Standard" rules are followed where you use only the base-game Commons, and each player chooses ONE expansion for deckbuilding. (The Aztecs get "catchup packs" for each of the previous expansions as well).

2) No Solo Faction Card(s) or special Solo Rules for the Aztec faction.

I noticed that the Aztecs have 60 cards; same for the Atlanteans, yet the base civilisations have 70 cards each. Is there a rules or gameplay related reason why the former didn't get the same number of cards?

I think it's simply because the 2 "expansion factions" have n-1 expansions to get extra cards from.
The Atlanteans don't need 10 "Atlantean expansion" cards to add to their 30-card faction deck, and likewise with the Aztecs.
