Getting only 13 credits and not being able to discard cards for 3 credits seems like a handicap rather than an advantageous special power.

Am I missing anything?

It's a very powerful ability actually. You effectively have a free action every round that you can only use for gaining credits. It requires a great deal more skill than most of the races, but played right, it's very potent.

Power reactors can be built cheaply, and many locations that require power only cost $1 or $2 credits. Try buying a power reactor any time you run out of cubes and don't have a better card, and avoid playing cards that cost 4+ in most cases.

Somewhere here on BGG there is a whole thread/arguement about wether Zehuti are too strong or too weak. Carl is pretty much on the spot with the analysis though. What I've noticed is that most players will discard three times per game for cash, which effectively means you've lost a build action to get this money. Zehuti give you the same three dollars each year but you don't have to use the action to get that money. Where new players have a problem dealing with this is that if you burn a card for cash with a regular race, you have 13 credits/5 turns (2.6) while Zehuti give you 13 credits/6 turns (2.17). It feels more punishing because you have fewer coins per turn, but in reality you have more money and more actions than the other players do. You just need to adopt a more frugal mindset and power reactors are an excellent way of doing that. That said, the cheaper cards in the game typically have better point/money ratios, so this again gives Zehuti an edge because if they can pull this off they tend to have a better point return.
