When taking skilled workers, do you keep the stack facedown and draw one at random, or do you keep the stack face up and get the currently displayed one, or do you get to look through the entire pile of workers you've chosen in that game?

Also, once you're not using the intro deck, are there any recommendations for how many or which skilled workers people usually use? Rulebook is kind of wide open on that.

Skilled workers are all placed face up and separated so all players can see what workers are available to hire. When you hire a skilled worker you get to choose one from the available ones. The worker is placed face up in front of you and is thus available to work for you throughout the game.

We use a random selection of skilled workers. As the rulebook states, 9 should be chosen as standard, but you can also choose more or fewer if you want to.

Yeah, Jonathan's answer is perfect. It seems like you're having trouble finding the section in the rulebook that tells you how many skilled workers to use.

Here's the reference: Page 5, paragraph 13. "Choose 9 Skilled Workers to use for this game."

And Jonathan's answer is also correct about placing the Skilled Workers face up, as depicted in the setup illustration on page 4. But to save space, we simply keep them in a single deck and when a player wants to choose a Skilled Worker, he grabs the deck and chooses a card while play continues to the next player. Players are free to examine the deck at any time.
