We only played a half game so far, but we did wonder, whether the refilling of the job market was done right.

When there are free spots (how many columns are used, depends on the player number, of course) in the row, where the job market tile is, regardless of whether any of the spots are filled or not, you first fill those, right?

So, isn't it possible, if the newly filled-in workers are being bought a lot (without getting enough put into the job market to hit the job market tile), that the same spots are filled with new workers over and over again (they get bought, before the row is completed, so new spots open up, and depending on the dynamic of the game, it might be that you fill some in, then some get bought, then you fill some more in, then some get bought, and so on)?

If this happens a few times, there might not be enough worker tiles around to fill all the rows down to the last spot, so what happens then?

There are only 54 worker tiles in total and 48 spots in the job market. It does seem fairly likely to happen (in theory, anyways).

Anything we might have missed there?

You can't hire workers on the row where the job marker is, so the situation you describe can't happen.

The rules state: The tile must always be placed in the row where the job market token is located.

Reading this I understand that, if there are free spaces in any of the above rows they are never refilled.
So the maximum number of tiles that can be used to refill in a turn are for 4 players is 4.
