A Russian units assaults a German unit. In the ensuing Melee the German unit (I refer to it as the defender since it was there first) is Broken while the Russian (the attacking unit) gets Shaken.

I assume that the Attacker retreats first.

If this were a subsequent turn, would the Broken unit have to retreat first? Is there a precedence? Do both retreat?

In a case where both attacker and defender are Broken/Shaken, the attacker retreats from the hex. Defender remains in hex.

My average improves!

Does this apply to subsequent rounds of a melee? I am assuming so.

Yes per the rules.

Quote:
5. After combat, all Broken and Shaken units are
retreated to adjacent hexes by the owning player.
6. If all units on both sides are Broken or Shaken, then
only the player that initiated the Melee will retreat
out of the hex.

7. Units that cannot retreat to a hex free of enemy
units are destroyed

Ha. BTW, starting on November 10th at Noon Eastern Standard Time, we will kickoff the Kickstarter for the reprint of Old School Tactical 1. For those of you who missed the original Kickstarter, it's a great way to get a cheap game AND... the first handful of pledges will get their game absolutely free (not including shipping).
