There are 3 types of roof/upper tiles:
1) Just Roof
2) Just Upper
3) Roof and Upper
Now, rules as written, there is no difference between 2 and 3, right? Both can be played anywhere in the upper floor or roof. 1 is different, as it can be played on the roof but not on the upper level.
So why are there different tile backs for 2 and 3? Well, you might say, the ones that only highlight the upper landing are from the original box, and the new ones highlight both (or just the roof). But that's not the case! The theater highlights only the upper level.
So what's going on here?
My theory is that in playtesting they discovered that in general it is best to let upper floors be played on the roof, but that a significant minority of playtesters disagreed, and so they left the distinction on the backs of some of the cards to aid in houseruling it so that only roof tiles can be played on the roof.
That or they just made a mistake.
