According to the (english) rules, when you want to auction your property, all players give a hidden bid. Does the auctioning player look at the bids before choosing? If not, what is the incentive for other players to bid more than 0?

Yes the tenant looks at the bids but he doesn't have to accept any of the offers. If everyone bids zero, the tenant will accept none, pay $1000 to the bank and shut the bar. You will never win the auction with a bid of zero.

I think there is a hidden twist to this. The auction forces all players, except the person auctioning the bar, to submit a bid. It is possible that the auctioneer WILL accept a bid of zero from a player he thinks is about to go bankrupt. Because then the winning player will have to pay the rent on the bar at the STARTof his next turn.
This game is all about trying to get other players to go bankrupt before you do, whilst you have the most pawns in play.
