We had an incident last play in which an action had an additional worker token on it to make it more time consuming (2-3 workers vs the normal 1-2). Prior to that being resolved, we had a card effect for an additional worker token on that action. How is this handled?

1) Is it ignored, so there's only ever one additional worker requirement?
2) Does it stack so that there is now a 3-4 worker requirement?
3) Does it chain such that the next two actions require 2-3 workers?

There can only be one modifier token. I don't have the page in the rule book, but it is in there. Additional tokens are not added.

Don't worry - the island will eventually make you pay for that reprieve...

The rule is definitely in there. Though to be more specific, only one of each different token may be added. For example, you may have both an adventure token and a reroll victory token on an action deck.
