Eliminating the filibuster rule all together would only take a simple majority. Actually filibusters are already not allowed for federal Judges, EXCEPT for SCOTUS. That will probably change if the Dem's take the Senate.

Nope. Setting the rules (which is typically done at the beginning of a new session) only requires a simple majority.

No, the rules for a particular Senate session are adopted at the beginning of the Senate session by majority vote.

That isn't how a modern filibuster usually works (Ted Cruz and the collected works of Dr. Seuss notwithstanding). Today a senator can filibuster something just by saying he will and if you don't get 60 votes for cloture, that's it. One person can keep the entire body from taking action unless somebody tries and succeeds in getting 60 other senators to stop it. Which is hard to do.
