In most variants for two players I see that all the basic locations are used, just like a four player game.
Would'nt it be better to throw out the 4th player locations? That way you'll get less duplicated cards in hand.
A lot of the game's basic location have abilities that get better the more copies of them you have. That means that having 4 copies increases your chance of getting lots of them.
That being said, the Revival 2-player rules (which are fully backwards compatible) do exactly what you say: they do not use the 4th player locations.
