What are the victory conditions for the Japanese player: does he only win if he reduces both Chinese players' PSPs to 0? So if 1 Chinese player is alive when the game ends he wins and if both are alive then the Chinese player with most PSPs wins?

Now that you've told me you have the Fiery Dragon edition, I can tell you where to look.

Read 14.1.
If one Chinese force collapses (PS = 0) and the Chinese player quits at that point, the Japanese player wins a Partial victory. If the other force collapses later, the Japanese player wins a Total Victory.
