The Tactical Cards are quite specific in its use with given situations. You would use or would not use a particular card in a critical moment. I don't think they pose serious solitaire problem as the players would know the card selection with each other in the beginning of the game. Also, the use of the card would render it passing to the opponent, kinda even out the chance to use it. They are selected by the players alternately in a two-player game and you can simply do it by random hidden selection. Fate strikes even more.

There are 2 types of cards: tactical and alt history.

The tactical cards are not a problem as they are drafted prior to play and are open information. The alt history cards don't need to be used.

The bigger issue is the order chits. Those are assigned in secret and provide fog of war to the game. Not that hard to solo though.

In general, this is not a card driven game by any means. It solos fine like most conventional wargames.
