I know it's just for fun but your last tactic is ... strangely created. For the fight effect to be applied, you must "defeat" the card. If already "defeated", how then can you NOT defeat it this turn?

I think after you fight the mastermind and you draw this tactic you put it in the city, And then to clear the city space You fight the tactic itself

Maybe he is worded incorrectly, but let's say that you beat his 10 score (+1 for each villain in the city), then, instead if placing him in your VP, he gets up and comes back for more! Like a 2nd wind. Possibly disoriented, maybe a little confused from his first 'Trumping', he finds himself wandering into the sewers to take out his frustration on sanitation workers, rats and other unspeakables. So, what is happening here is you need to fight him another time. He should have an escape effect really.......

President? Oh, a printing error, you mean: God-Emperor Trump. Also the first Tactic needs to have an escape effect. I suggest:
