Is it intended that you play a starting hand of seven cards for each adversary? Or one hand for the lot.

Each deck gets a separate hand. The Decks are played separately.

Kevin,

each 'player' has seven cards at the start of the turn, and then plays cards from that hand and refills the hand.

NOTE: there are 'things' that happen during the game that can cause you to spend cards and you may find, depending on the nation(s) that near the end of the game you have no cards left to play!!!!

It would be more appropriate to say that each Power has a hand of 7 cards.

If fewer than 5 people are sitting at the table, it will be necessary that one same player manages more than one Power at once. So, if you're playing, say, both Austro-Hungary/Ottoman Empire and Germany, you will have a draw deck, a discard pile, a hand, and a set of prepared cards and statuses for Austro-Hungary/Ottoman Empire; AND THEN also a draw deck, a discard pile, a hand, and a set of prepared cards and statuses for Germany.

As you can see, learning to properly organize all your stuff on the table is really really important.
