I suppose we are talking about the chameleon cards. "A valid card" is a card that fulfills the condition given in a copying chameleon card. If there are several valid cards, you MUST choose one of them before using a chameleon card. "Using" means any use, also passive effects.

Nothing forces you to use a chameleon card in your hand. You can even wait for the situation when there are no valid cards for that chameleon card. The card is then simply a chameleon card of that value, without any effect.
