This would be for a formal party with 10-25 people so a game for a large group or games for a couple smaller groups would work. So far I had thought of codenames as the spy theme would fit with being in suits and dresses. Another idea I had was diplomacy with teams controlling the countries. Roleplaying as an ambassador/soverign would fit with the dress. Open to any suggestions.

Ladies & Gentlemen would work provided nobody has an issue with exaggerated gender stereotypes. Works with large groups, uses team play, and the whole game is centred around being the best dressed at the ball.

This really sounds like you should look at murder mystery games.

I'd go for something from Freeform Games. You are going to pay a bit more if you do, but you really are paying for quality there. The games will run much smoother than a cheaper option - www.freeformgames.com
