A question about giving the last tiles to the players with the most money:
player A has one yellow card, with a value of 7; player B has two cards, one with a value of 4, another with a value of 2.
Who wins? Most cards? Biggest value?

Here is a quote from English rules, with my highlight.

The remaining building tiles from the building market are given to the players who have the most money of their respective currency in their hand (it does not matter how much the building costs). If two or more players have the same amount of money then that building tile remains on the building market.


I can imagine that "most money" could be ambiguous to a non-native speaker but it does not say "most cards". Also "amount" (rather than "count") should help reinforce.
