I didn't see anything in the rules that said the Hunter could not continually choose the same place. Is there anything stopping them from just choosing the Rover continually, and therefore preventing the Hunted from getting the new locations?

The hunter could continually go to the Rover but the hunted could go to the Lair and then copy the ability of the Rover. So, simply going to the Rover continually will not stop the hunted from accessing the ability of the Rover.

Also, the hunted can move the marker one space at the end of each round, so the longer the game, the better the chances for the hunted. So even if the creature has a second token to block the lair, the hunted can simply chose one of the other locations. As long as they do not get caught the come closer to winning each round.

And to summarize this:
The only real goal for the hunted is to stay away from the hunter!

So any behaviour where the hunter is too obvious to predict is bad for the hunter

In addition to what others have said, if the Hunter is continually going to the Rover. Go to the Liar to copy or the River to have two place cards to play next turn and you won't get caught at all.
