This might be a stupid question, but what does the beaver do?

The rules say that you put the beaver in the river when the cloud is on +2 on the weather track, and when the beaver falls over the edge, the cloud is moved to 0. But what then? Does the beaver do anything or is it just pretty? I have assumed that you may not change the weather while the beaver is in the water, but no rules state that.

You can change the weather with the beaver on...

Basically the beaver is a sort of "reset" for the weather. Once the weather hits +2, like you said, you put the beaver on a river space.

The river continues to move as per the rules, normally.

Once the beaver goes over the falls, the weather resets back to zero.

But, yes, you can change the weather with the beaver out.
