Tried our first game last night and, probably as a result of over-analysing the cards, generated a few questions:
1. Can a Victim “out on the town” be moved to a location card 'in play' by a Player, other than when a location card specifically requires that movement, such as “Dark Alley” or “Ice Cream Truck”?
2. Does the location card “Cafe“ require that Pretentious Victims already in the general play area, i.e., “out on the town”, be moved to the “Café“ when it is played?
3. After the initial placement of the location card “Dark Alley” and a Victim from “out on the town”, are replacement Victims placed at the “Dark Alley” location card from those Victims already in the general play area, i.e., “out on the town”, or only with Victims drawn from the Victim deck in Step 1 of the sequence of play?
4. Does the tern “funness” used in several EVENT and SURPRISE cards mean the same as Victim Point Value?

This is how we have played it:
1. No. Victims already "out on the town" will not move anywhere unless a card is played that forces them to do so. Putting a Victim in a Location only occurs when they are first drawn from the deck (with the exception of the specific cards you mentioned).
2. No, by deduction. The card clearly states that Pretentious victims are played into this Location. Victims only get "played" when they are drawn from the deck; Victims already "out on the town" do not get "played" anymore. (If this was the meaning of the Cafe, it would probably say "placed", like the Ice Cream Truck) Note also that having to put Victims with certain attributes into a Location does not prevent other Victims from going there; if there's only an Ice Cream Truck in town with 4 children queuing up, all other new Victims would also have to join the queue 
3. No. The card clearly states that "When played, put one Victim already in play here." After Dark Alley has been played once, it will not be played again, and therefore "When played" no longer applies. If it becomes empty later on, it will become a normal Location as far as Victim placement goes. (If this was the meaning of Dark Alley, it would probably say "If this location is empty, put one Victim already in play here") Note also that when you play Dark Alley, you may be forced to move a Victim already in another Location to Dark Alley.
4. Yes, by deduction, because "Funness" is not featured in anything else in the game.

...and that's when you drive your Rental Truck with 500 lbs. of Fertilizer next to it and ask the kids to keep an eye on it while you pop behind that reinforced concrete wall for a minute.
