The game system as written is completely deterministic and I'm fine with that, but for convention play I usually juice things up a little by allowing a little luck. It pleases players without making any big changes to the game.
After doing the math for shots there's usually some leftover percentage. Under the rules you round .49 or less down to sero hits, wnile .50 or more gets rounded up to 1 hit.
What I do is allow the shooter to roll percentile dice for the extra hit. This makes the game slightly bloodier, but also means that some low odds shooting has at least some chance of causing damage. It's frustrating to players to have some unit be forced into firing away for turn after turn with zero chance of a hit.

We made some sort of dice addition back when this was the game of choice.
I'll have to dig my copy out and see what it was.
CB was a fantastic game for command feeling at the brigade level.
Liked the Frying Pan and Blanket Amalgamated miniatures too
