If a Division leader is attached to one of his brigades, does a possible corps leader modifer effect the other brigades?

As long as the Corps Leader is unattached, he will modify all the brigades under his command regardless of whether a Division Leader is attached.
The modifiers are also cumulative. For example; a brigade could benefit from an Excellent Leader, an attached Divisional Leader of its own division and an unattached Corps Leader from its own corps.
