Not (yet) difficult at all. I got mine at Noble Knight Games. There's New and VG copies still there.

Here is the website of the guys that put out the Frying Pan and Blanket figs for Complete Brigadier back in the day. They're still in business, but apparently don't have much web savvy. Still, I've heard from folks on TMP that they're still selling figs and the rules.

A good game, if somewhat dated in feeling these days. We did add a little randomisation to the combat eventually but it was a lot of fun back when.

Just missed your post

Not terribly complicated. I quite like some of the mechanisisms. Written orders, written several turns out depending on how far away from the commander a unit is. Combat is determined by a chart comparing various factors, no dice. Plays fairly quickly considering you usually will only have 4-5 regiments and a battery or so per side.

It's my favorite set of rules for that era and scale. It's kind of old school in its approach, not unlike H.G. Wells classic Little Wars.
It's still available with brandnew copies from several sources. I know that Flying Buffalo has copies for sale, for example, as I saw some at their booth at the WBC.
