I have been granted permission to release my Race for the Galaxy AI to the public by Rio Grande Games. It's now available at my website:

Both a source code distribution and Windows installer are available.
There's support for both current expansions, 2-6 player games (if expansions are used), and the 2 player advanced game. Note: goals are always on if using either expansion, and takeovers are always on if using Rebel vs Imperium.
I've spent most of my time lately on the new cards and rules from the second expansion, and not so much on the AI decision-making. Therefore, I don't think it's as strong as it could be. I can often win in most setups except the two-player advanced (a format either the AI is really good at, or I suck at). I hope to make some improvements in this area next.
Let me know if you run into any bugs. Takeovers, especially, are fairly new and complicated and I'm sure I don't handle everything exactly right yet.

Well, there goes my weekend!
I'm really glad to see the powers that be change their mind on this one, and will be pulling this down at first opportunity. I've really enjoyed Keldon's Blue Moon game (it made me get every deck I could find) and believe that the same will be true of electronic Race.
Keldon, do you have an official means for us to report bugs, findings, etc?

I'll answer a whole bunch of questions at once:
First, I'm really sorry about the limited bandwidth! I'll try to find a mirror soon, though according to the server logs it looks like several people have managed to snag a copy by now. Hopefully the initial rush will be tapering off soon. If anyone has a good mirror site in mind, people send me a message.
Currently the application is just you vs AI (or several AIs, depending on how many players you choose). I have some ideas in mind for making it network-aware, but I haven't started writing anything for that yet.
For bug reports, suggestions, etc, just send them me via email (address is keldon@keldon.net), Geekmail here at BGG, or just post a reply to this thread if you think others should know.
I've gotten (and fixed) one bug report already about the Galactic Riches goal (first to 4 goods). It's not being awarded properly after the Produce phase (though it does get awarded after a Settle). I'll release a new version soon with this and any other bugs fixed in the meantime.
Everything is written in C, with GTK as a widget library for the GUI. Much of the neural net code is duplicated from my earlier Blue Moon program. Pretty much everything else is newly written.
