For the purposes of goals, actions, Keeper powers, etc., exactly how many humans does the Humans In Black Keeper count as?
A: Three.

I believe not. For something to count as a human, it must have "Human" in the title.

Unless you have added a promo like the Andy Looney card to the deck, or have combined it with another deck like Zombie Fluxx or Monty Python Fluxx, in which case any Keeper which shows individual people would count as a human.
