I have two Questions:

1. Does suburban Detroit start with 3 product cubes?

2a. When upgrading towns to cities, what happens to the product cube on the town?

2b. When upgrading towns to cities, do you add two product cubes to the new city regardless of whether or not there was a cube on the town? When do you add the two cubes to the new city tile?

Cubes are never removed from the board except by zombies and shipments. When you Urb over anything the cubes remain.

Suburban Detroit falls into the vast category of "all other cities," and yes, it receives 3 cubes.

You don't "add 2 cubes" to the New Cities. The tiles should be seeded with cubes at the start of the game. This is effectively the production growth that you would normally have to wait for already applied to the tile. They get nothing additional later.
