I believe a dice game from the late 60 or 70s, where you had to get so much of certain item, again I believe you used sheets like yatzette, to keep trace of you commodities to move to the next level.  It had a priamid shape on the pad. I called it population, because you had to have so many items completed on one level to move to the next.  I don't think it was a board game but you used the sheets to keep trace of your place and each person who have their own sheet. The winner was the one who completed all the levels I think to feed their population?!

That sounds like sub-phase A.1.332 of the Campaign for North Africa where you have to feed the Italian army. (Don't forget the extra water for the pasta!)

Yes there was a psta rule in CNA that required the use of valuable water to feed troops . . . however, that, in itself, was a joke . . . as the Italians used the sauce/juice from their cans of tomatoes to build the pasta.

Not sure the game the fellow is looking at is CNA, tho . . .
