So the essential question is does City 3-28 have 3 Port-City squares and 2 City squares or does it have 5 Port-City squares and no City squares?

3 Port- City and 2 city
Port-City are the only squares with the Dock slashes. If the square does not have the Docks then it's not a Port-City square

We came to the same conclusion during our session tonight. Under amphibious units in the rules it clarifies what a "port-city square" is.
