Suppose I complete a 3 triangles city. Then merge it to form a new bigger city with 8 triangles. Can I score my 7+ triangles card or not? In other words, does merging count towards my scoring card?

Yes, you remove one wall which increases the size of your city. The city is scored according to its new increased size, not its original size.

Kent is right. You must choose whether to remove the wall before scoring starts. Therefore, if you remove the wall, you are scoring an 8-triangle city and can use your card. It does not matter what size it used to be. If you do not remove the wall, you are scoring only the 5-triangle city you just completed and cannot use the "7+" card.
