This just came up in my last game:
Holmes was in the the upper left hex. The only two adjoining hexes were a gaslamp, and a hex occupied by Aberline. This means Holmes cannot move, right? When he is selected, does the player get to take an alibi card?

Yes. If you can't move, you just don't move; you still exercise your other power, if any.

Base game FAQ, from the rules:
Quote:

When I use a character, can I leave it on its starting point?
No!! When a character is used, it must move at least one hex and cannot end his movement on the same hex from wich [sic] it started.


I believe Holmes' only recourse is to accuse Aberline in this case.

This has been asked/answered a couple of times - and David is correct. It was answered here by Bruno himself:
