I realize, that a joker by itself takes on the value of the card it goes with or if it is all alone then it is worth 13 (lowest of all).

However, if you have both jokers (wilds) do they still equal the lowest cards (two 13s)? Or, because they are wilds, can they be stronger than anything else?

They are still the lowest value - but they can be the most useful.

i.e. You still don't have to pass them "up", and, if played together, they are "double 13's".

Of course, if you're dealt two jokers, you can declare a revolution, and no cards are passed. (If you're the Greater Peon, you can declare a Greater Revolution, and cards are passed in reverse!)
